Blue Badge

A Blue Badge is a disabled parking permit which allows people with certain disabilities to park closer to where they need to go.

The Blue Badge scheme allows you to park legally, close to places they need to visit such as shops and public buildings. 

Blue Badge holders can also park free in some pay and display car parks and on single and double yellow lines in most streets for up to three hours. You may qualify for the scheme if you:

  • have long term and severe mobility difficulties
  • are registered blind

Children aged under 3 years with certain medical conditions, and drivers with severe disability in both arms may also qualify.

Where you can park with a Blue Badge

A Blue Badge entitles the holder to have some national parking concessions, but these differ between each Local Authority. As a Blue Badge holder, you may park in the following places within the London Borough of Richmond as long as you clearly display a valid Blue Badge:

  • in Disabled Persons' Parking places at any time where no time limit is indicated, or as stated
  • in any Disabled Persons' Parking Bay
  • in resident permit holder parking places within Community Parking Zones (known legally as Controlled Parking Zones) without payment and without a time limit
  • in pay and display, meter and voucher bays without payment or time limit
  • in free parking bays without a time limit
  • in the Council's car parks without paying and without time limit
  • on a single or double yellow line without payment for up to 3 hours provided that no loading prohibition is in force (shown by signs and kerb blips on street). You are required to display your clock set to the time of your arrival with your Blue Badge. Both clock and Badge must be clearly visible from outside the vehicle; or
  • on Twickenham Event Days, all Blue Badge holders are permitted to park within Community Parking Zone (CPZ R). Please note that the stadium has facilities for disabled parking, however, these are limited and need to be applied for in advance.


 

How to apply 

For new applications, the quickest and easiest way is to apply online. If you cannot complete your application online, you can print and complete a Blue Badge application form.


 

How much does it cost

You will need to pay a £10 fee if your Blue Badge application is approved.
